Abstract
This chapter explores how the emerging negotiation position of the UK regarding future cooperation in internal security with the EU is characterised by a largely unsubstantiated expectation that little will change in this area of cooperation for the sake of collective security. The EU, meanwhile, has signaled that it wants a partnership beneficial for both sides, but has also pointed out various challenges to future cooperation and voiced frustration with the UK’s vague position and the experienced difficulties in the negotiations—feelings that, the authors warn, could reduce the political will necessary to reach a substantive future security agreement.

Notes
- 1.
As will be further explained in this section, agreement was reached on the withdrawal text in November 2018. At the time of proofs submission (May 2018), however, there was uncertainty on the UK side regarding the political acceptance of the agreement.
