Abstract
Keep these as low down in the team hierarchy as possible. Time is precious. There are two kinds of decisions: those that put life and health at risk and those that do not. If the first kind go wrong they are expensive in the time required to correct the situation and sometimes in litigation. They also create tension and worry for the staff. It should be made clear which decisions can only be taken by the manager.
