Abstract
It remains to be seen whether the trend that could be observed during the last ten to twenty years in Europe will continue. In this period of time in many countries either employee representative councils have been newly instituted or their position has been greatly strengthened. If this rapid growth and extension of the rights of employee representative institutions continues it must be expected that either through statute or collective agreement (depending on the legal system prevailing in each country) more countries will strengthen the position of these institutions or will introduce such institutions if they do not already exist.
