Abstract
The Community Treaties allow community legislation in specific fields only and under several restrictions. Regulations, directives and decisions need an explicit legal basis in the treaties, they must be reasoned, they can only be taken by particular institutions, etc. The Court of Justice is charged with the legal control of such provisions. Whenever an act of a Community organ does not fulfil the necessary conditions it can be annulled by the Court (EEC Article 173).
