Abstract
Shortly after World War II, federal agencies such as the Veterans Administration, the United Stated Public Health Service, and the Surgeon General of the United States Army needed to identify appropriately trained psychologists, (initially clinical then counseling psychologists). They also needed to determine which training programs were worthy of federal support. In response to these expressed needs, to fulfill its responsibility to the public, and to regulate the development of rapidly growing applied training programs, the American Psychological Association (APA) launched its accreditation programs (Sears, 1947). By accreditation, we mean a recognized system of establishing standards for professional training and for publicly identifying programs that meet those standards.
