Abstract

A decade ago such issues as security policy, military strategy, and the like were not expected to affect mass publics or to limit the decision-making latitude of the political elites. Meanwhile, however, political strategists, for example, Henry Kissinger, have stated that public opinion gains political power in these fields. Public opinion entered the political arena of security policy, and the distinguished club of political elites. Some irritation arose, and thus the West Germans became polled more than any others in the latest survey of industrialized countries. As a result a large amount of data now is available.
