Abstract

This paper describes the application of probabilistic risk assessment (PRA) and risk management to an experimental nuclear waste processing facility. The Process Experimental Pilot Plant (PREPP) utilizes an incineration process to prepare the waste for final storage at the Waste Isolation Pilot Plant (WIPP). The PRA goes beyond the normal scope of risk to the general public. The scope includes the management risks associated with personnel injury or exposure, major equipment damage or extensive plant downtime, and potential onsite releases and facility contamination. These risks, which are more likely to occur, have significant consequences and are of equal concern to the operation and management of the facility. The initial PRA will provide input to optimize the facility design and operational safety. The PRA model will then be contained within a risk management system. The risk management system will provide continuing input to the operation and management of the facility. The expected result of this effort is a better managed and operated facility, which reduces risk not only to the operators and management but to the general public as well.
