Abstract

Maltreatment is a general term that encompasses neglect and physical, sexual, and emotional abuse. Many children are maltreated. In 1994, there were more than one million confirmed cases of abuse and neglect (Children’s Defense Fund, 1995). Due to a lack of precision in its definition plus the reluctance to report or confirm abuse, the true incidence may be two to three times higher than official figures suggest.
