Today the notion of a competence for culture is thoroughly in disfavor with social scientists. In the past it has been used in an effort to describe human specificity somewhat in the way in which a vis dormitativa was meant to explain sleep. With no consensus on how to conceptually delimit what is meant by culture and with no systematic attempt to place this supposed competence into a phylogenetic or ontogenetic frame, there was every reason to stay away from this concept.
