Education and Training: The Boulder Model

David Shakow lead the way in establishing modern clinical psychology training. In 1945 the Veterans Administration came to the APA, asking for a list of university training programs whose doctoral graduates would make acceptable clinical psychologists. At about the same time, the National Institute of Mental Health announced its plan of supporting graduate training in mental health fields, including clinical psychology. The postwar situation was described by clinical psychologist Jerry W. Carter, Jr. (1950), an NIMH official:

Mental disorders among veterans accounted for as much as a third of all pensionable disabilities and over one half of hospitalizations in the Veterans Administration. (p. 112)
