Perception or Reality
Groups and individuals compare the results attained by an organization with their own visions of success. This comparison is what makes people decide whether or not to take action. Whether the results are real or perceived is not the point. In the current system, individuals generally use gut feelings, rather than data, to evaluate results, and do not consider whether poor results have been produced by special cause or common cause problems. In some of the examples we’ve considered, people have treated special cause problems as common cause, and vice versa (see Chapter 3). This practice seems to promote the political power structure, and as a result, gut feelings about results are affected by the political climate of the day.
