In 1995, the AIDS pandemic continued to spread very actively. More than 20 million people, including over 1.5 million children, have been infected with HIV since the start of the pandemic. Every day, more than 6,000 adults and 500 babies are newly infected. More than 4.5 million people have developed AIDS. Millions of other people are affected or threatened by AIDS-related illnesses and death within their families and communities. As we progress toward the end of the second decade of the epidemic, we are still puzzled by the question of what can be done, and we still witness the absence of an effective vaccine to provide protection against HIV, or of drugs to cure the disease. Therefore, one is left with the only alternative: intensive educational efforts aimed at stimulating and maintaining behavioral changes, namely safer sex behavior.
