Network performance is defmed, in the ITU-T Recommendation E.800, as the ability of a network or network portion to provide functions related to communication between users. It is defined in terms of parameters which are meaningful to the network operator and are used for the purpose of system design, configuration, operation and maintenance, and user actions. The principles of defining network performance parameters are suggested in ITU-T I.350 “General aspects of Quality of Service and Network Performance in Digital Networks, including ISDN”.
