Abstract
Much of the literature and debate about the development of ISOs focuses on two or three problems: market rules, congestion management and pricing, and codes of conduct. This is appropriate since only a few ISOs are formed as of this writing and only 2 or 3 actually have detailed protocols, systems to implement their business operations, and certain operational dates for a market that includes retail access.
