Abstract

You stated that whether a release is called accidental or routine will depend upon how the causative system under consideration has been defined. What at the local and simple system level may appear as an accidental release, might be viewed a matter of routine if the hazardous activity is defined in a broader way as part of a larger system. I have both a personal comment and a question about this statement.
