Essential in politics is winning. What counts is the enforcement of a decision, the passing of a bill, winning an election, carrying a policy through, the formation of a majority coalition, and so on. However, in politics it is impossible to win by staying alone. Coalitions must be formed in order to enforce the victory. Even a dictator cannot rule by staying alone, even a dictator must form alliances with societal elites in order to enforce his or her preferences. Coalition formation is undisputable at the heart of political life.
