Abstract
This conference is focused on action, on ways to adapt to or control large-scale climate change. Before becoming too involved with such specific issues, however, it might be wise to pause and take an overview of the context within which we will be working. What are the assumptions underlying the need for action? What are the impediments to acceptance of these needs by policymakers? I shall begin with a consideration of the second question.
