The construction industry has one of the worst injury experience records according to records kept by the National Safety Council, for the more than 40 years in which these records have been maintained by the Council. Whereas safety affects the contractor’s pocketbook directly in terms of his insurance premiums, the owner is also directly involved because accidents can cause delays on the job. Further, in the case of serious accidents or fatalities, the conscientious owner should feel responsibility. Usually implied heretofore, under today’s liability laws, the owner’s responsibility often is legal and real.
