If one analyses the questions concerning MBFR, essentially four distinct, interdependent problem areas can be defined:
  • Size and nature of forces to be reduced or rather the question relating to reduction options;

  • Constraints upon forces to enhance the stability of the military situation in Central Europe;

  • Measures to verify an MBFR-agreement;

  • Collateral timing and phasing of reductions and implementation of verification measures.
