Abstract
In considering the interest that the agricultural industry might have in biomass production for energy, it is important to consider the motivation for this activity. It is also appropriate to ask why an energy user would want to use biomass and why a government would want to encourage the production and consumption of biomass energy. Without trying to exhaust all the possible reasons, three come to mind quickly:

to solve a problem

to decrease risk.
