Development seems to occur in a stepwise fashion, the completion of each step setting the stage for the next. Each step may be comparatively simple, even if the end result of a long sequence of such steps is exceedingly complicated. One way in which a theoretical approach may be helpful is in identifying characteristic steps (of which there may be comparatively few kinds), and in suggesting possible mechanisms for them. This is the approach adopted in this paper; it was also adopted by Wolpert in his contribution to the conference.
