It was noted in Chapter 3 that structured and even messy situations can be viewed as giant and dynamic data sources, and that to grasp any kind of understanding about them requires that access to the data is achieved. This is the art of measurement. Subsequent transformation of the data into a useful form for decision making (that is, into information) is discussed in Chapters 3, 6, and 9.
