The advent and increasingly common use of the computer as a management tool has given both shippers and carriers extraordinary opportunities to fine-tune their strategic planning processes preparatory to transportation rate negotiations. Especially with the inexpensive desk-top microcomputer at his instantaneous disposal, the transportation manager can do his “homework” more rapidly, and with a greater degree of precision, than was ever before possible.
