A cooperative relationship between the regulator and the contractor is critical to the successful completion of any project where environmental issues are at stake. Frequently, however, this relationship becomes adversarial and when this has a negative impact on the work to be done, there is more to lose than just a few bruised egos. This paper will explore this relationship in the context of a bioremediation site and examine what the necessary ingredients are that can foster a cooperative relationship.
