A successful theory of Helium 4 would have to unify the two fluid behavior and the phonon-roton spectrum with the quantization of circulation. A complete microscopic theory would also be able to relate the material constants that appear in these equations to the potential of interaction which exists between He atoms. When such a theory is achieved it will for instance be able to describe the critical behavior near the lambda temperature as well as the propagation and attenuation of second sound. Towards the goal of achieving this theory we would like to outline our picture of how such a theory might be constructed.
