As the 1960s drew to a close, those involved in higher education in the United States began to witness the first signs of a significant lessening of resources, which, for many years, had been flowing at an increasing rate into colleges and universities. Those responsible for the training of psychological service providers and the delivery of mental health services in the public sector could discern a similar pattern.
