Prevention of Achievement Deficits

Children who do not achieve well in academic areas comprise the largest minority of students in schools. Many of those who have achievement deficits acquire the label learning disabled; over 1.6 million pupils are considered learning disabled and they account for 40% of all children receiving special educational services (U. S. Department of Education, 1983). Another 250,000 are labeled mentally retarded but their retardation is not severe enough to cause them to be removed from regular education classrooms. Still others do not acquire a special education label but frequently are given failing grades; they often come from economically depressed areas where mothers are heads of households, unemployment is high, crowded housing is common, and nutrition is poor.
