The Danish Approach to Special Education

Abstract

Denmark is a small but an old country with a fairly homogeneous population of about five million people. The Danes have a long tradition of concern and care for others, especially those who for various reasons need more help and support. The well-known Danish social service system that has developed since the early 1930s is the most obvious example of this philosophy. It is the responsibility of the central government to legislate for special services, while it is the duty of local communities to implement these legislations and in ways that serve the individual best. After a prosperous decade in the late 1960s and early 1970s Denmark today is faced with many problems such as budget deficits, high unemployment and appropriate provision for “minority” groups stemming from the number of transient “guest workers.”
