Vocational Rehabilitation and Learning Disabilities: The Camel’s Nose is Getting under the Edge of the Tent
In the budget and planning circles in Washington, D.C., one hears an expression: “Don’t let the camel get his nose under the edge of the tent.” The camel, having succeeded to that point, would soon be entirely inside the tent. Budgeteers very much felt that education programming for the handicapped would become quite a large camel if it ever was introduced into the federal tent. The area of learning disabilities has especially been seen by some as such a camel, first in relation to special education and more recently in relation to vocational rehabilitation.
