Abstract

This paper presents a definition of the various categories of transients drawing on the general guidance provided by ANSI 18.2. It discusses a serious concern that the frequency or the consequences of transients are often inadvertently increased. 10CFR50.59 defines a review process to determine if a design change produces a change in frequency or consequence. However, it is intended to address only design changes. It will not capture changes due to operator actions or due to inadequate design review. Some of the causes of the increased frequency of occurrence are discussed and specific examples provided. Finally, a means for preventing this phenomenon is described.
