Drop many profit-sector managers into a typical voluntary enterprise and they will react much as they would in a deep forest without a compass. Take away their “bottom line” and they go into culture shock. Without profit and loss, they have no reference point, and, like the compassless wanderer, they have difficulty in finding their direction. Voluntary enterprises do not have profit and loss with which to monitor operational effectiveness.
