However insightful health planners and legislators are in recognizing the need for mental health care for all the diverse segments of the population, in recommending the establishment of the kinds of facilities needed for such care, and in calling for the prerequisite ancillary social services, the successful treatment of the individual person suffering mental illness/emotional problems will ultimately depend upon the quantity and quality of mental health care provided him. NHI must be structured so that mental health care will be available and accessible to the maximum number of persons requiring such care, but at the same time NHI must provide as much care as is needed to each individual recipient.
