Abstract

Before 1970 prison policy dictated that any inmate found guilty of a “sexual conduct” violation automatically received twenty-eight evenings and four weekends “confined to quarters” (CTQ). As we point out in the next chapter, there has been a drastic liberalizing of this policy in this prison since then. Today the punishment is left to the descretion of the hearing officer who reviews the citation reports filed by the correctional officers.
