Issues in Bilingualism: A View to the Future
Concerns with bilingualism and bilingual education are certainly not new: in fact throughout most of the world multilingual communities are the norm and unilingual communities are the exception. In spite of this, however, many educators have acted as though this were not true, and as if multilingualism were a deviant condition, an attitude which emerged as a correlative to universal education and spreading literacy.
