The (In)equity of Information Systems in Education

Abstract

The primary mission of the U.S. National Institute of Education is to seek ways of providing equal opportunity for education of high quality to all persons, regardless of race, color, religion, sex, national origin, or social class (National Institute of Education, 1978). Thus the achievement of equity in education has been deemed as important as the achievement of high quality in education. The purpose of this chapter is to review the problems, experiences, and prospects for achieving equity in the use of information, as implied by the current array of information delivery systems available in education. Because educational services—at the primary and secondary levels—impinge directly at the neighborhood level, this inquiry is another illustration of the policy-making problems in dealing with neighborhood life.
