A State’s Perspective
The Pennsylvania Public Utility Commission has been confronting the issue of decommissioning nuclear generating plants for several years. Our objective has been to place the cost of decommissioning upon the consumers who benefit from the electricity generated by a nuclear plant, while recognizing the related safety issues. In addition to our usual concerns about “safe and reliable service at just and reasonable rates,” the Pennsylvania Public Utility Commission had the enormous task of deciding the state regulatory issues surrounding the nuclear accident at Three Mile Island. The accident has made all of us more keenly aware of the issues surrounding nuclear energy, including the topics of this symposium, decommissioning and decontamination.
