Evaluating Decommissioning Costs for Nuclear Power Plants
The ultimate decommissioning of today’s large nuclear power plants has become a subject of increasing interest and importance throughout the industry. Frequent debates have centered on the numerous studies that have been conducted to determine the costs associated with various decommissioning alternatives. These cost estimates are widely quoted and compared, and cost figures are reported ranging from $25 million to more than $130 million. Sometimes these comparisons fail to give adequate regard for the basic differences in scope or in the bases of the estimates. For example, variations exist in the extent of structural demolition considered and in the base years of the estimates. Occasionally estimates are even quoted that have been escalated to the year of final decommissioning (more than 130 years in one case for a delayed dismantlement option as reported in Reference 1). Comparison of the dollar values alone is of course meaningless without recognition of the impact of differences in the bases of the estimates.
