The over-riding theoretical problem in hot electron behavior remains that of trying to understand the manner in which the distribution function of the electrons is modified by the presence of the electric field. This is true whether we are dealing with a bulk material or the current response in a device. It is also a formidable experimental problem [see, e.g., Bauer (1974)].
