The drug problem is basically a problem of control of demand and supply of drugs; it is a question of creating foolproof mechanisms for production and distribution of drugs in permissible quantities, for legitimate uses and eradication of their misuse or abuse. But experience has proved that there is nothing foolproof in an imperfect and complex society. And therefore, while efforts for improving these mechanisms through more rigorous and effective legal and administrative measures continue, we are being forcefully reminded of the good old saying: Prevention is better than cure.
