Abstract

State Route 18 comes to a sudden end in the center of New Brunswick, New Jersey. The automobiles traveling on its six lanes create huge traffic jams as they enter already congested city streets or try to cross a narrow bridge across the adjacent river. For years city leaders have hoped to extend Route 18 through New Brunswick, threading the roadway between the dormitories of Rutgers College and the Raritan River. As plans for the extension became concrete, Rutgers students began to lobby actively to keep the highway from being built.
