Part of the NATO Conference Series book series (NATOCS, volume 3)

Technical innovations, equipment, and systems are most easily and most rapidly introduced into our daily way of living and practical activities subsequent to disasters, political revolutions, and wars. Whenever standards and customary patterns of behaviour are undermined, whenever beaten tracks are blurred, and whenever there is a shortage of goods and services, we are quite ready to welcome new ideas and procedures, to accept new goods and to learn how to control and use them.
