Traffic Policing, Effectiveness Measurement and Resource Allocation

The road traffic system is important to the functioning of industrial society as it is today, and provides a means of satisfying many social needs. The structure of this system and its methodology of control is discussed in the paper by McDowell and Cooper. This paper looks in more detail at a sub-set of the control system concerned with aspects of the control of the social costs associated with accidents and congestion. These costs are very heavy — e.g. in the U.K. the costs of accidents was estimated to be in excess of eight hundred million pounds in 1975, with at least as large a figure for congestion. A number of mechanisms are used in order to try and control these costs. Some of these are long term, such as road engineering, improving the performance and safety of vehicles, and raising standards of driver skill and behaviour. On the other hand legislation is provided which is able to produce short term modifications of driver behaviour in order to control the system while it is being modified by these long term mechanisms.
