The Home Office Report on the Rehabilitation of Drug Addicts in 1968 stated: “... Rehabilitation principally involves persuasion to accept help, removal of physical dependence, and a longer process, removal of psychological dependence. Simultaneously with all these processes, attention must be paid to the requirements for the eventual social rehabilitation of the addict”.
