Detoxification — The First Step

There has been in recent years increasing realisation of the ineffectiveness of penal measures in dealing with public drunkenness offenders. A Home Office Working Party (1971) has recommended the establishment of detoxification centres and legislation has been enacted but not yet implemented (Section 91 of the Criminal Justice Act, 1967) to remove the penalty of imprisonment for those convicted of being drunk and disorderly. This paper describes the characteristics of drunken offenders and gives some of the results of the pilot detoxification centre in Edinburgh, the first step in decriminalisation of drunkenness.
