Abstract

On a gray morning in early October of 1971, Birch Bayh, junior senator from Indiana, faced a hushed group of reporters, photographers, and television cameramen in the Caucus Room of the Senate Office Building. In this chamber, where many historic decisions have been made, the 43-year-old Bayh announced he was ending his unofficial candidacy for the presidency of the United States.
