Abstract
Whether the NPT survives beyond 1995 is not particularly important. What is important is nonproliferation, because the proliferation of nuclear weapons is a universal concern, a concern which is not adequately addressed by the NPT. The nonproliferation of nuclear weapons is an issue with many different facets—an issue which can be approached in many different ways. To deal with the future of nonproliferation, and the expectations which are being raised, it is useful to address the issue at three levels.
