Abstract
Before beginning the discussion of the papers presented in the session, I think it is necessary to say a few words about myself and my experience, to put my comments into perspective. My work in energy modeling has been almost exclusively devoted to working on the Project Independence Evaluation System (PIES) which has since evolved into the Midterm Energy Forecasting System (MEFS). The PIES system was developed by the Federal Energy Administration in the United States shortly after the oil embargo in 1973. It is designed to assist energy analysts in evaluating energy legislative options. It is also used to study options for implementation of Federal legislation via the regulatory route. The Federal Energy Administration became part of the recently organized Department of Energy.
