Abstract
The purpose of this paper is to designate major impediments to effective nutrition program evaluation, and to suggest methods of overcoming these obstacles in order to satisfy the information requirements of evaluation users. We perceive five major impediments: user designation, technical and financial constraints, psychological resistance, political factors and the literacy barrier. Each of these will be described and means of removing or minimizing them will be presented. After this analysis of individual impediments and requirements, we will discuss one particular area of evaluation that we believe has been inadequately explored and yet holds considerable potential for enriching the utility and meaningfulness of evaluation. This area is community participation in evaluation.
