Abstract
There is a frequent confusion in Colombia and in other countries with respect to what is food and nutrition as well as to the organisational framework within which the corresponding programmes must take place and to the scope which they must have. A deeper examination reveals that all such confusions often originate in a misunderstanding as to what is the basic goal of a national food and nutrition policy and how this policy, accordingly, has to fit in within a whole development strategy. The following analysis purports to answer this question and to show in what way, from such an answer, many more can be derived.
