Abstract
Most proposal requests today carry a notice cautioning the bidder against submitting proposals “unnecessarily elaborate” and costly, since that may be taken as a sign that the bidder is lacking in proper cost-consciousness. Translating this caution into end results poses a problem for many. They are not sure just what it means.
The package is often as important as the contents, as far as customer reaction is concerned. At least, proper packaging adds appeal and creates favorable first impressions.
